What are Claims? 

Claims, also called assertions, are a statement made by an entity about itself, such as a name, key, group, or privilege. Typically included in security tokens and used as part of an federated access exchange to enable authentication, authorization, and Single Sign On (SSO).

What can we use Claims for? 

Claims are issued by a claims provider, also known as an Identity Provider (IdP) and packaged in security tokens issued by a security token service (STS.) They usually contain identity data and metadata used for authentication and authorization as part of a federated access process.
